Port Binnli Pty Ltd has partnered with international construction company, Laing O’Rourke and other private shareholders to form a new company, Northeast Business Park Pty Ltd.
Northeast Business Park Pty Ltd proposes to develop a 326 hectare multiuse precinct on 760 hectares of privately owned land located at Nolan Drive, Morayfield. This degraded site is a former pine plantation on the southern banks of the Caboolture River near Burpengary. The development will have a marine industry and business focus and provide new public access to the riverfront.

The Queensland Government has recognised the potential economic and social benefits of the project by declaring it a significant project under The State Development and Public Works Organisation Act 1971. An Environmental Impact Statement (EIS) examining project impacts, benefits and opportunities was prepared as part of a centrally coordinated investigation into the project.
The Environmental Impact Statement was released for public comment on 15 February 2008, closing on 4 April 2008. A total of 29 submissions on the EIS were received.
